I just don't understand how Davidson is *able* to sit on the triennial report - surely it's down to the FCO or Cabinet Office to publish it? One can only conclude it's hot stuff and pretty damning of the BC. Oh for a leak or a whistle-blower when they're needed...

How indeed? The British Council is not like other organisations. It is an independent dependency, an unaccountable public organisation, a business that does not need to succeed to survive, a state operation that owns multiple limited companies etc. It is, in other words, anomalous, and has accumulated so many privileges that make it an organisation apart that nobody seems to know what to do about it.
