C'mon, David! You are taking Martin Davidson's words as if they were spoken in standard English: he means the BC now does as much as it did before, but at a lower cost. Why drive a car when a rickshaw will do just as well?


Rickshaws are green and low cost and their productivity depends on hard work, so I would be inclined to temper the analogy! But yes, I assume that is what he means. There is no qualitative improvement, in fact in terms of quality things seem to have gone downhill. But going downhill probably now costs a bit less than it did before.
